Declassified Shtykov records

The Cold War, which pitted the United States and its allies against the then Soviet Union and other Warsaw Pact states, was conducted on a world-wide scale. New Zealand was included, even though our Security Service had just been established. 

The Soviets posted intelligence officers to their Legation in Wellington. These intelligence officers aggressively sought secret information on our foreign and defence policy. They attempted to recruit people in government who had access (or who in time could gain access) to this material. Interestingly these activities also included gathering documentation that would enable the Soviet Union to place agents overseas posing as nationals of another country (birth certificates, details of schools and universities etc). These people are called Illegals.

Nikolaj Ivanovich SHTYKOV was an identified Soviet intelligence officer (he was a member of the KGB) who served in Wellington alongside VS ANDREYEV. SHTYKOV arrived in New Zealand in October 1960 and took up the position of Press Attaché at the Soviet Legation in Wellington. The Service took an immediate interest in SHTYKOV because he replaced an identified intelligence officer, Erviliy Pavlovich LUTSKY (this is called slot succession). 

SHTYKOV was an active agent runner who sought intelligence on New Zealand’s political, economic and military policies. SHTYKOV was expelled with ANDREYEV in July 1962.
